Open regedit and check to see if the following registry key exists:
HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\WindowsFirewall If so, delete or rename that key, as that key does not exist by default and may be causing the issue.
To rename the key right-click
WindowsFirewall and rename to
WindowsFirewallold Create a System restore point beforehand and reboot the computer after.
BTW, are you able to access the internet in "Safe Mode with Networking"?
