You can buy it, but it will be an expensive paper weight. Comcast is NOT, repeat not, allowing customer owned EMTA equipment at this time.

Comcast may allow customer owned equipment in the future, but as far as we have been told on the front lines, not at this time.

Yep. They are so critical that their CDV service functions correctly (911 emergencies and all) that they will only allow professional techs to do the installation and no subscriber self installs are allowed as of yet.
