I've looked, and pondered, speculated, and tested ideas of SNMP and the like.. My conclusion: The only way anyone could possibly affect the caps on a DOCSIS modem, is to work for the company in question, and update it from the head-end side. The only other way to even touch the file is to buy yourself (rent, maybe) a CMTS, (cablemodem termination switch or something similar) download the TFTP config from that thru the HFC interface of the modem, and then hope that it won't figure out that you disconnected the modem from your foreign CMTS and put it back onto the normal cable network. Even if you set the frequencies the same, I suspect that each CMTS has its own 'signature' that the modem won't be able to sync off of. At this point it'd reboot, and cause the new, updated config, to be lost.
