All government regulatory agencies are more attuned to the needs of those they are regulating than the public at large. If they are in thrall to anyone other than the industries they regulate, it is to the special interest groups that have the money and time, and will put out the effort and organization to be heard. There are very few examples of unadorned Capitalism in the world. Off the top of my head, I can think of just one atm.
