From what I've seen in Tulsa, downloads aren't impacted much, at least for BitTorrent. Just don't try seeding.

clubs:		 I had noticed that last spring, and it is one of many reasons why I don't use bittorent anymore to send videos or large files out. Kinda sucks that Cox does this, but at least they are honest about it.
