If they run proprietary applications from scratch that run on top of Xubuntu then there is no violation. If the edit the source code of GNU apps running in Xubuntu then they will have to release that code under GNU. |

Who says there's anything that needs to be released? It's most likely stock packages that Ubuntu already includes, with pre-canned configuration files for Snort and some web scripts, all of which are already visible. Or proprietary code they don't need to release, as mentioned above.
