join:2000-05-11 | You are still confused because you are looking at only one end of the radio link. The other end, which is usually out of the disaster area, would indeed have power and would indeed be subject to interference from BPL.

So your willing to hop on a new Airplane design without it being tested/maintained prior to your boarding? You don't check out your car to make sure all is right with it before embarking on a trip with your loved ones? Would you double check the batteries are good in the flashlight before going into a cave?.. The list goes on. 
Same with emergency radio communications. You can't test, double check, improve the radio equipment, antennas and feed lines if BPL interference is present (power on). during "normal" times.
