Saying reasonable 40+ times doesn't make it clear. Tell the customers what they are doing, don't try to deny what they are doing. That has failed in the past and will fail again. |

Comcast TOS & AUP make it very clear the type of use and traffic of Bittorrents is prohibited.
If you are unable to understand them, blame your education, not Comcast.

It was as clear as you say, these discussions would not be going on. Comcast has and still is cryptic about their wording on their TOS and AUP and their definitions can be interpreted many different ways.
Forging packets though is NOT a acceptable way to manage traffic.
