So if you choose to use OpenDNS and select the "ADWARE" filter, it should refuse calls to resolve the DNS for sites that eventually get voted on. And that may be a weakness with this service. I too would suggest a "Spammer" category be added, then we can finally death-penalty the sites of spammers. -- The public is a poor business manager.
