Not when doing what they want with it is a breach of contract. Which is why we'll likely very shortly see legal action by the independent ISPs seeking an injunction. |

| I think someone has said that there is language in the contracts between Bell and the ISPs that allows for this. There is such language between AT&T and NSPs addressing the same thing. This language showed up with BellSouth as soon as they were able to have DSL deregulated. |
