I confirm that VoIP is greatly degraded in presence of the Bell's throttling. I kept Bell's POTS when I switched to TekSavvy because I thought I haven't found a good VoIP service.
As soon as I got on TekSavvy I was able to make clear calls. So I canceled Plain Old Telephone Service after confirming that it worked and was being shaped properly by my pfSense box.
When I was with BS, while uTorrent was running, the whole connection was unsuable. I got 2000ms pings, the web was slow as hell, even MSN had trouble delivering instant messages!
And even with uTorrent closed, VoIP was sketchy. I was able to hear to other end clearly, but what I was saying was extremely choppy.
Bell's tech support were saying it was a problem on my side.. But as soon as I switched to TekSavvy, it started working fine.
I'm currently thinking about building a small computer just for the VoIP phone, sharing my neighbor's Vidéotron's capped but un-throttled connection...
