I've staunchly defended Cogeco's handling of torrents in the past, but lately I've had great difficulty seeding to a few global users I've been testing with, who are definitely unaffected by any sort of packet filtering or throttling techniques. Uploads seemed quenched or disrupted with most users... I haven't looked further into it though.

I've assumed that since the Cogeco employees that would know de facto if they were or were not throttling haven't said anything in about a year or so, that they might be employing some methods of disruption.

I have no problems downloading though, torrents, newsgroups or otherwise.

@privacyfoundation.de		 I am still waiting for the day that Cogeco comes clean on this issue. What is some FUD among friends and a forum. FUD is a powerful tool.
