[Newsgroups] Filtering NNTP Access

I purchased a Usenet subscription about a week ago queued up some downloads, which downloaded at over 1MB/s. I noticed yesterday that my connection was going at 1KB/s. I no longer can keep a reliable connection to my newsserver. I tried using SSL and all the other ports my host offers and still couldn't connect at more than 1KB/s. I also tried another computer - to no avail.
Yesterday I brought my computer over to my friends house. My downloads now connect at over 1MB/s. I am very confident my ISP is blocking my connection. Is this probable? Legal? Has anyone else had this issue? What can I do to get my access back?

It certainly is probable, although unlikely they would completely block access like that.

It is legal unfortunately.

Did you get a 'nastygram letter' from your ISP?[usually this happens with p2p users]

My ISP is charter communications. It is through my apartment complex, therefore they do not bill me directly.

I don't think they know my name, as I live with roommates and the connection is shared between a few units. No letter that I know of..unless my roommates just threw it away.

I was being nice by setting a slowdown percentage in SABnzbd...i guess they didn't think that was being nice...oh well.

I thought about calling them and telling them it was just linux downloading or a school project, but i doubt they would care. I kept my computer at my friends to finish downloading. Is this a common practice? Will my friend get screwed?

Have you tried SSL on port 443 (if offered)?

Here in Asia I know of some ISPs that throttles SSL on all ports except 443.

If your are shareing that connection with the other units then it is the manager ( the one in control of the router)that has setup a rule to limit your bandwidth hogging ways. That is where you should look first. It is not charter that is doing it.
