Works fine here, but I'm not on AT&T. Oddly enough, though, routing from NYC to Houston [looks like it's hosted there] is AT&T.

Apparently, HP gets transit from AT&T Worldnet Services (ATTW). This is one of the few sites I see where I go through ATTW transit to the destination:
I can reach other destinations without going through ATTW transit:
And...
And...
And...
And...
The fact that my traces always start on AT&T Internet Services (ATTIS) transit is not related to seeing ATTW transit later in the trace.
