| They're pushing for statewide franchises everywhere. I believe they are pursuing municipal franchises at the same time to get a head start in some markets and hedge their bets on the statewide franchises.

In a previous news article it was stated AT&T did have a statewide franchise for Alabama but for whatever reason was signing with Jasper and now apparently Walker County.
Of course, none of this means we'll see U-verse anytime soon, just that it's coming..... some day.
