How can this happen?
The computer had a Sempron 2400+ at 1670Mhz.
After reinstalling the windows it changed to Sempron 3200+ at 1.0GHz?
As far as I can read 3200+ is at 1.8GHz?
Can this be done by overclocking or something?

It is probably the AMD equivalent of "speed step" technology (power now or something?)

If you do something to use a lot of CPU time, you should see the clock jump back up to nominal speed.

that would be AMD's Cool & Quiet. same thing as intels speedstep.

when you're running low-demand, it runs at lower speed to save power, reduce heat, slow down the fans, etc. increase demand, it all ramps up.

it's Cool 'n Quiet as mentioned. you can disable it in the BIOS if it bothers you.

as far as overclocking... my experience with Semprons has been good. I had a Sempron 2800+ s754 @ 1.6ghz, which i was able to get to 2.3ghz stable on air, without a voltage boost, at load temps under 45C.
