Since 2002, I have paid the same $42.95 for Comcast svc and I have gotten a half dozen speed increases without paying any more. Sounds like a good deal to me. But I am sure there are plenty who will still complain that they are getting ripped off.
Well, you could say that the rate increases on the cable tv (at least 2 rate increases per year in my area) subsidizes the Internet cost and keeps it down.

Of course, that is possible, but unlikely. Most major corporations make each line of business meet separate profit goals and hold their managers responsible to meet them. Short term inducements to conquer new customers(promotion deals) may cross-subsidize, but over time each line of business must meet their own goals.
