i prefer over the top - easier to find the end and protects the wall from dirt and paint wear

In the event it makes it onto the dispenser -- as opposed to sitting on its end on the counter next to the toilet -- it's positioned to feed over the top.
Placing it feeding from the bottom is just weird. It'd be like playing the pipe organ with the music upside down. |

It's the only way to tear any squares off in a controlled manner, using one hand.
If you're under 3 feet tall, maybe being below the level of the roll makes "over" work for you. When I am tearing squares, I find under is the only way.
