This service is geared towards Business customers. Not everyone will be willing to pay $12.95 to go online. I doubt Caps will be a consideration.
Also, Airlines are in business to make money, not loose money like any other company. They aren't nickel and dimeing anyone. Most airlines are just "breaking even" if you really think about it.
Picture this A320-200 Fuel capacity 6,300 Gallons / (JetA $8.22) with a capacity of 156 people on board (seat configuration can change this#)
Fully loaded 6300 X 8.22(JFK price) = 51,786 / 156 Pass = $331.96 a head... This is excluding Crew + Snacks + etc.
So don't be shocked when an airline cancels a flight because there are only 50 people onboard.
