 Why my good gcard gets horrible fps in cs 1.6

hey guys i have just purchased a new radeon top 3870.

For some reason i get 20 to 40 fps in counter strike 1.6??

i have a Pentium 4 3.0 GHz.

and i have a good motherboard.

And i have a question, would a lower voltage power supply
cause horrible lag?

What brand/model PSU are you using now?
Make sure the game is running in OpenGL and not Direct3D.

Latest video card drivers from ATI? If you switched from an nVidia graphics card, did you uninstall all nVidia graphics drivers?

Im sort of a noob when it comes to all of this stuff,
i will post what PSU i have straight from the belark advisor.

3.27 gigahertz Intel Pentium 4

I was using and ati x700 pro before and i uninstalled those drivers.

And yall didnt answer my question, i have an under the reccomended voltage power supply, would that cause lag?

what does it do to make it laggy, does it not power the whole graphics card so some of it is not used?

Post a screen of CPU-Z, »www.cpuid.com/cpuz.php. I'd like to see the cache, core, technology and buss speed of your P4.

How much memory do you have? What speed is it? Dual Channel?

What type of hard drive do you have? Sata 1, 2, or IDE? 5400 RPM, 7200 RPM, or more?

If you have an older P4 with a low amount of ram, that's your bottleneck.

Whats the chipset of your motherboard?
Answer these questions.

Don't skimp on the PSU, it's the heart of your machine.

If your video card is not getting enough power, it could cause poor performance.

That PSU has low 12V 1/2 rails, 14A and 15A are low IMHO. I'd look at 18A on both rails as a minimum, but again, thats just me. Would it be an upgrade? Yea. Will it run your video card? Yea, but I wouldn't do any overclocking with it.

For the price, it seems decent. But in that price range, I would go with Antec, or FSP.

What does this mean,

If you need 20 A on your +12V rails and the supply only has 15A, it doesn't matter how many watts the supply puts out: don't buy it. Make certain that you have ENOUGH rails, too: sometimes, you need more than just two +12V rails for your setup.

Some power supplies say they are rated for 600W, but only supply 12A on the 12v rail. Which probably means they might run at 250 watts. Yout 12V rail gives power to all the main components in your system, CPU, GPU, HD, DVD Drive, etc..... If I remember correctly, Amperage is Wattage / Voltage.

I wouldnt get a psu with weak 12v rails, especially with a high end video card and peripherials, it just doesn't make sense. I wouldn't worry so much about the 3.3v and 5v rails, mainly the 12v.

Even with a new GPU - It won't change the fact that you are running a shit old CPU. Although, you should still be getting way more then 30 FPS with that setup.

Oh yeah, i'm not going to debate that. My old P2 266 was good enough for CS 1.6.
