There can be a number of causes (and this may not be a "Vista" issue at all), you really do need to give us a bit more information.
When you do connect, what kind of signal strength are you getting?
Is it a protected network, what type of validation is/is not required to sign on?
Are there other laptops connecting to this network, and what is their success (or lack of)?
It could be the notebook, the router, the modem, or even the ISP. A little more info can narrow down the "cause and effect" a bit!
