CRTC says Oct. 31 will be the ruling

Per the new posting on the CRTC website(»www.crtc.gc.ca/PartVII/eng/2008/···5153.htm) they expect to have a ruling on Oct. 31st.

CAIP's lobby person should have by now paid the CRTC donated a few hookers, unlimited booze, unlimited food in the best restaurants, and a vacation chalet in the south of france on a vineyard to cover "expenses".

If not, well we know how this will end already.

Here's to no tricks and only treating on Oct 31st...

I just looked at my calendar as I was adding the date on it, this is on a Friday (probably will be done late in the day too).

They'll have a buffer of two days for whatever decision they take. Chickens.

Imagine if they would have chosen April 1st that would really have been a riot.

After viewing the big picture my money is on Bell winning this thing hands down, they will also win the bandwidth cap no problem.

I've always been baffled with bureaucratic process. It's just amazing that it takes multiple months just to decide yes or no. For all we bloody know the CRTC will flip a coin around a bong and get their answer from that. This is a nightmare waiting to happen for the internet in Canada.

Keep in mind this is only a "proposed" date. It can drag on. Bell can centainly add more fule to this to make it drag on.

Also, there has to be another battle coming to prevent teksavvy from turning into a mini-bell.

So this is just a proposed date for round one.

As for round two (the mini-bell fight), nothing has been submitted to the CRTC yet, if there will be.

Lawyer bills are racking up.

Bell must have booked golf rounds until the end of september to play golf with CRTC employees, which means they can't start working on the issue until after golfing season.

The really sad part about this is that Bell is probably buying golf rounds at charitable tournaments and as a result, get to have "charitable donation" status in its tax filings for its lobbying efforts.

Also, Bell wants to make sure all key politicians are back in town so it can wine and dine them to ensure they apply pressure to the CRTC for a proper resolution of the matter in Bell's favour.

As far as CAIP is concerned, I don't expect anything from them. My guess is that they are hoping the CRTC will be "nice" and rule in their favour.

If CAIP had taken out full page ads in major newspapers to explain what Bell is doing (factually), the public uproar would be such that Harper would tell the CRTC to rule on this ASAP, and make sure public opinion is satisfied.

Prentice got involved in the SMS thing because this was widely known by the public. He didn't get involved in the throttling because it was just a small bunch of geeks who got mad about it.

CAIP needs to learn, hopefully before Oct 31, that the CRTC isn't "nice", it doesn't rule for the right thing, it implements government policies, and unless there is a really massive uproar from the *general public*, the governmnet will want Bell to be succesfull.

Remember that Bell has a lot of negotiating power at this point in time. "If you let us keep the throttling, we'll lay off 1000 fewer employess come December 11th when we go private and never again have to report to anyone what we are doing".

The fact that Bell got the CRTC to delay this measn that they are waiting for the public to forget about this issue so that the CRTC won't have the public's opinion in mind when it rules in favour of Bell.

You seem to have an overblown idea of how long it takes the CRTC to move on anything. Oct 31 is hardly delayed, in fact I'd put them well ahead fo schedule if they come up with a decision by then. Why, that's only 7 months from the date of filing. They've barely had time to talk about it.

CRTC originally promised a ruling by mid-september.

Since the CRTC wasn't going to start working on this until the end of august after vacation, the delays in the filings are not the real reason for this delay in CRTC rendering a decision.

The fact that the CRTC decided that CAIP members were not harmed by Bell's DPI equipment (the may 15th injunction ruling) is probably a good indication of where they are heading. It is just a question of properly managing public perception so that there are no public backlashes.

HINT to CAIP: public opinion is the only thing that can force the CRTC to side with us, and remaining silent between now and the CRTC decision will ensure the CRTC can side with bell without any public opinion backlash. They don't car about a few hundred geeks. Media will have a 15 second report on it and will move on on oct 31.

(especially since the liberals aren't interested, the Reform party knows this isn't an important issue and donations from Bell is more important than votes from a few hundred geeks).

JF: The ruling is likely delayed because various things delayed the process with involved parties. If they were originally intending to rule at the end of September, they may have simply decided to delay a month due to the delays in the overall procedure.

The CRTC did not decide that CAIP members were not harmed by Bell's practices. You're basically completely wrong on that count. They merely decided that they had not suffered IRREPARABLE harm. That is, harm that cannot be compensated for monetarily. And since you can attach a dollar value to everything from lost business to increased customer service costs to inability to effectively utilize/plan AHSSPI links, that makes sense; the CRTC's requirements are far too strict.

What do they mean when they talk about 50% canadian content ?

The boys are canadian and the girls are foreign ? The actors have a canadian father and a foreign mother ?

Will the condoms used in the movies be made in canada, complete with a red canadian flag and a logo of a beaver on them ?

More importantly, will the movies be set in Canada, or just shot in Canada but with US flags and US postal boxes on streets with US license plates on cars to make it appear to be in the USA ?

Never thought of Edmonton as a porn production place. I wonder if they will be able to shoot some movies at West Edmonton Mall ?

BTW folks like i have said both the net neutrality and copyright seem to be getting linked, and that date of the CRTC decision is just at the same time the copyright bill WILL pass. YES it will. And then chaos will truly reign.
It won't matter about net neutrality when so much of what one can use HIGH SPEED for will be as little as a 500$ fine to as much as 20000 fine.

The copyright won't pass. As soon as an election is called all the pending bills will die. They will call the election long before Oct 31st.

BUT that is also a bad thing. Once an election is called all the depts are told no major announcements which may include the CRTC.

It won't include the CRTC. As an administrative tribunal they decide on their own when to hand down rulings.
