It's the 'I rip your customers off, and you rip off mine' agreement between international carriers. There is no incentive for any cooperation between international carriers.
As suggested, just pick up (or ebay from here) an unlocked phone at your destination. You'd be amazed at the selection. |

The biggest issue with that (especially if you are using it for business) is that you then dont get to use your US phone number. Almost all cheap international prepaid SIM's only support voice anyway (certainly not 3G), so its kind of pointless.

Same in Europe. Coverage is excellent. Using cell in Europe shows just how bad cell sucks in the USA. Why can't we have ONE system here? Why? Why? Why?
