[We all like competition, just not at a bad time. Kind of like Hospitals trying to compete for your business while you are dying on the ground between two Ambulance from two different Hospitals.
Since 911 calls aren't suppose to be billed to you, I'm pretty sure this system would not affect the ability to make emergency calls.
