Probably it also needs to be tightened to the rod driving the valve. Tank is filled to fullest, the problem is that water gushing from filler valve is much more then water going out to overflow tube (I compared to other toilets in my house).

artisticcheese join:2004-11-09 Carrollton, TX	If I disconnect filler valve tube going to overflow tube then there is fountain going directly into a tank from filler valve and very tiny amount going out through pipe destined to overflow tube.
