I noticed over the last few days that my download speed has been capped? at 5.5 (6.0 package)..For the last 2 years it has been a steady 6.1 ....so the difference, while not that much, was noticable right away.. |

That is probably not capping. I would suspect either there is some trouble on the line, or a bridge tap has somehow gotten on the line. You may want to take a look at your modem stats. |

That's not capping at all. Capping is an invisible limit like you going over your cellphone limits, you can still go over, but you get charged, nothing changes with your service.
Now where is the "they are capping my torrents and NZB newgroups post"? |
