Incomplete or different file sizes when downloading files?

I have had intermittent problems with downloading files in that when the download is complete the same file my be different file sizes. Ie. I may have to download the same file several times to get the right sized file. Mostly happens with archives such as multipart rars but sometimes happens with multimedia files that are ready to play. The rars show usually as corrupt or bad password till I download and get all the parts right. The multimedia files will play but you cannot advance using the play bar, has to play from the beginning using WMP.
I am on a 10/2 plan Verizon fios using a Dell with XP sp3. Is this line noise or missed packets. I have run the tweak test and Fios connectivity wizard. Any idea where to start looking as to what could be the cause or if this is the right forum?

Are you saving the downloaded files on an external USB drive? If so, is the USB drive connected to a powered hub? Furthermore, are there any power hungry USB devices connected to this USB hub?

Personal experience: If I connect my IR receiver for the remote onto the USB hub, most, if not all, of my downloaded or HDD-to-HDD transferred files get corrupted.

Just for the Heckuvit, Download the Memtest86+ utility (either the Bootable Floppy Disk image, or the Bootable CD .ISO image) from Here: »www.memtest.org and give your RAM a Thorough Checkup.

File Corruption (especially when Downloading or Transferring files over your Network connection, or Direct HD to HD Transfer), May *possibly* be caused by a Faulty RAM stick...

I see the same thing occasionally, but a slightly different symptom. When I download a file it sometimes finishes in 1 or 2 seconds and says "Done", but the file is only a few bytes in size. I re-download and am prompted to over-write, and then it get the whole file. It reminds me that I should be at the lake fishing instead of burning my life away staring into the damned computer monitor 24x7 like I do.

I am downloading directly to a SATA hard drive, the fastest one in the box. I ran Memtest86 from the bootable CD for about 2.5 hours through 10 passes and no errors of any kind showed up so I can rule out bad memory.
SipSzzup, I have had the same problem but very rare.
