You can use this tool to test for yourself: »broadband.mpi-sws.org/transparen···test.php

Since both ends of the connection are controlled, any TCP RST that were not sent by the remote end but received by yourself were sent courtesy of your ISP.

Cool. I ran the full test and everything came back just fine. It found no cases of ISP throttling.
