Try reading from an old tape. If you can't, my guess would be that the tape drive is bad. Was BackupExec installed with the Symantec tape drivers, or did you install it using the native tape drivers? BackupExec should have presented you with this option when it was installed.
If it was the native tape drivers, stop all the BackupExec processes and open the Windows Backup program. The drive should show up there ... attempt a small backup. Does it work? You may also need to check for problems with cables, termination, or other hardware issues. How old are your tapes? How many uses are on the tapes? Are you using a single tape over and over, or are you cycling them? Can you read from other tapes? At first glance, this looks like a bad tape (or set of tapes) to me or worst case, a failing tape drive. I haven't tried reading from the old tapes yet becuase i want to get this working.
