Home Based Uplinks

Does anyone know if there are any ISPs offering a home based high speed uplink for those of us whom perfer to stay the country side of things.
You would think by now for a small investment to the home owner say less then 1,000 one could put togather a high speed up link with speeds as good as or better then fiber and or cable connection ????
