[Windows 7] Windows Installer has stopped working

I've been banging my head against the wall for a day or so because of this.

Apparently there's a bug in Microsoft's Customer Experience Improvement Program that's causing msiexec to crash.

It can be fixed by turning off Customer Experience Improvement Program or by editing the registry.

Turning off CEIP:

regedit:
navigate to HKLM\Software\Microsoft\SQMClient\Windows\DisabledSessions
rename MachineThrottling to _MachineThrottling

You're welcome guys. The renaming of the string value works but might only be a temp fix. That was the first one I came up with.

Deleting the values and turning CEIP off via group policy should seal the deal for good, hence why I only posted that one on my blog

I also have Windows Installer not working in Windows 7 upgrade from Vista. Thank you. Will have to try this.

Thank you so much :] Didn't think it would work, but it did.

It also made Windows Live Messenger work as it had to go through an install process for some bizarre reason.

From first method:

1. Delete the string values (Except for (Default)) in HKLM\Software\Microsoft\SQMClient\Windows\DisabledSessions
2. Start gpedit.msc
3. Expand Computer Configuration, expand Administrative Templates, expand System, expand Internet Communication Management, and then click Internet Communication settings.
4. In the details pane, double-click Turn off Windows Customer Experience Improvement Program, and then click Enabled.

Step 1 for me there were no other values under DisabledSessions other than Default (not set).

I did steps 2-4.

I believe that this Windows Installer issue was causing my Anti-Virus to freak out as well.

Worked for me too. Finally got setpoint to install, yay for mouse buttons working again!
