Dish itself may not be in violation, but the resellers are. Seems more like finger pointing to me on this one. Mind you, I am no defender of companies. The 8 mystery calls per 12 hour period I receive daily are enough for me to laugh at the DNC list.

Actually, the are responsible. They are subcontracting/sell for DISH or however you want to call it. It makes Dish ultimately responsible.

Right. I actually think AT&T was in a shitload of trouble about this same type a thing when the list first became law. I think they were being fined something like $700,000. I may not be remembering it correctly I must admit.
