| How I Did It! No problem. I will show you.
First I opened up your original static image in PSP6. Then, up on the top bar, I hit image then resize:  As you can see, I set the width for 40 pixels and the height became 48 which is under the limit.
After I resized it, it was a little blurry so I clicked on image again and then "sharpen" 
After that I saved it again. Then I opened up the file in Animation Shop 2.
After opening it up in Ani2, I wanted two frames of the image. So, I right clicked on the image and got this:  Then I clicked on duplicate. You will now have two identical frames.
For the next step, I wanted the frames a little larger, so I could see more detail, so I clicked on "view" and then "Zoom in by 5": 
Your image will now look like this: 
Now, you wanted to make his ring seem to re-appear and dis-appear. I decided the easiest way to do this was to remove the ring from one of the images. The best was is to match the color of the skin around the ring in the second image.
So, I clicked on the color set over to the right: 
When you click on that you should get this: 
I clicked on the skin around the ring with the medicine dropper icon: 
Then the color in the window will change to match like this: 
Then I clicked on the "paint brush" icon: 
When you click on the "paintbrush" icon you will be allowed to set the width of the paintbrush. For this image, I chose 1:

Using the paintbrush I made the ring "disappear". I did this a second time using a darker shade so it wouldn't show up as a large patch of one color. So, this is what I ended up with: 
Then I clicked on "view" and then clicked on "Normal viewing": 
Now, you should see this: 
When I clicked to make it animate, the frames were moving a little too fast, so I clicked on "Edit" and then "select all": 
You should now see both frames have the blue border around them like this: 
Then, I clicked on "Animation" and then "Frame properties" to slow them down: 
The number showing was 10, so I changed it to 25: 
Then, I just saved it and got this:
