Arcane to start in PVE, switch to fire/ttw as soon as you have the gear to support the higher hit cap. Fire is by and far the better spec for Ulduar.

Arcane is fine all the way through old 25man content in wrath.

I'm sure if you like it better it may be higher DPS, but I don't know about "far superior" I out DPS FB/TTW mages all the time.
