Changing IP address like this should be just about changing all devices that currently use the old IP addresses to start using the new IP addresses. When those devices have DNS A records, then you need to change the record to reflect the new IP addresses as well.

So the answer is yes, it is possible.

I wasn't clear in my first message. I'm aware of how to change the IPs on my network, we have done that. It's just that some of the remaining items are becoming very difficult to change and I want to try to just purchase one of the /24 networks from the upstream we got it from initially and have it transferred to us. I wondered if anyone has tried to do that before.
