Web Based IRC clients do all the leg work, you just install it on your site and it connects and joins automatically. All you have to do is have a bot set the room to +m when there are no operators in the channel and then no one can talk.

I didn't consider a web-based IRC client.

I don't think a bot would necessarily work, but channel operators could +v/-v people as necessary. You'd still need some kind of bot to automatically grant +o to people delegated as moderators though, unless you're going to have a 24/7 sysop.

Its called Chanserv, or an eggdrop. Eggdrops are more useful as you can tell them to do whatever you want. Basically you can have it -m the channel when an op is present.

Except that Eggdrops require that you know TCL to do anything useful. I'm rather familiar with IRC usage, but not with running one. Do IRC daemons often come with a Chanserv-like bot or are they readily available to perform these types of tasks?

That functionality is standard to eggdrops, and yes chanserv exists on almost every network.
