I can only go by what I have read, in reading the article, which is a good one, I believe that it is mainly that CV will issue boxes that are DCAS but that would not keep someone from using CableCard compatible equipment. So I believe you would be able to use a tru2way TV via CableCard.

The negative is that a single standard across all Cable providers for security would lower the overall production costs for consumer equipment.

I hope that means that they will use the downloadable security for their boxes instead of Cablecards, but you will still be able to buy 3rd party Tru2way devises, rent the Cablecard, and get the full Tru2way benefit. If they require the NDS downloadable security to be in the 3rd party devise to get the full Tru2way benefit then I fear we will have a very limited selection of 3rd party devises.

Perhaps in the Cablevision Tru2way deployments a CableCard will be provided for 3rd party devices that effectively forces the device to download the conditional access information from the network, storing the information in the Cablevision-provided Tru2way Cablecard?

Time will tell.
