July 10th is signoff date and July 13th is suppose to be distribution date if everything goes ok.

It's Microsoft though some show stopper could pop up.

No bearing at all I would think. RTM just means that they're releasing it to manufacturing for use with systems on October 22nd, so I don't see how that has any relation to the free upgrade program, provided of course you properly qualify for that. I do remember, however, that under prior upgrade programs the license for the original purchase (in your case Vista) is voided once the upgrade is made, so you may not have a license for both Vista and 7 in the end.

You may be correct and neowin thought the wzor report credible enough to quote it here.
Geeksmack saying essentially the same thing.
