Did you try calling RR support yet? Could be may reasons for bad speeds. Could be simple as too many users on your node. Also could be problems with modems signal. Without more info it will be way too hard to help.

Yes one tech visited installed 5.5dB spliter and replaced modem the result is in front of us. The Road Runner service is provided by Time Warner Cable Brooklyn NY.

If you are in NY, why are you using a speed test server in CA ?

Notice the results when using the Chicago server ?

I am thinking this may be a tweak issue, not a RR issue.

Of course, the farther the server is, the slower it's going to be. Try choosing a server that's close to you, not one that's 2550 miles away!
