What test best measures signal interruption?

My Comcast broadband connection keeps stopping, then restarting. I had tech support out here and they repaired a line problem of some type and things were better for about a week but now the Dell utility that monitors my signal keeps telling me that my signal is dead momentarily. Which of the testing tools would best measure this phenomena?
