Firewall Issue ??

I am working with a friend who is having trouble accessing the PNC Bank site for Online Banking, from two different computers. The first computer was finally able to access the site after I had him turn off the only resident firewall, Windows Firewall. After he successfully accessed the site and logged off he then turned the Windows Firewall on and logged back into the site again without any problems. The second computer has Norton Internet Security and the Windows Firewall is off. I had him disable the Norton firewall and all other protections, but was unable to access the site. Each time he enters his user id and chooses "log on" it is supposed to take him to another page for the password but all he gets is "Cannot Display Web Page..." I then instructed him to boot into Safe Mode w/Networking. Once there he was able to successfully log in and access his account.

So, I need some help to determine where in the Norton settings I can allow access to this Web page. I looked through the settings for all of the protections, including the firewall, but could not determine where I was supposed to allow the access.

Hi joepwpb,

This is Mike from the Norton Authorized Support Team.

What version of Norton Internet Security do you have installed? Please let me know the exact version by opening Norton Internet Security, choose the "Help & Support" link in the upper right and then "About". If by chance you are using a pre-2010 version of the software, and your subscription is valid, you are entitled to a free update to the recently released 2010 version for the life of your subscription. If needed I can provide you with the steps needed to update to the latest version.

There are no settings in the Norton Firewall that would block sites. However, you do need to make sure that you have given your browser access in the Norton Firewall. If by chance you had both the Norton Firewall and the Windows Firewall enabled at the same time, that will definitely cause problems.

The first step I would suggest you take is to make sure that you have all of the available updates from Microsoft applied to Windows. After you complete the updates, launch Norton Internet Security and manually run LiveUpdate to ensure you have the latest updates applied. Restart your computer if any updates have been installed. If you are having this problem while using IE 7 or 8, please try to access the site using Firefox and see if you experience the same issue.

If you still get the same results, empty the browser cache in both browsers and then reset the browser security settings to their default setting. If you still cannot access this site, please follow the instructions in the document below.

Resolve website connectivity problems with Norton Internet Security installed

Make sure to click the "what if this didn't work" link at the bottom of the document for further instructions.

First, I do not have access to that computer at this time but will in the AM, so I do not know the exact version.

I will try to give you as much information as I know at this time:

**Yes the system is current with all of Windows Updates.
**There is only one firewall on and that is Norton.
**Live Update was run and is current.
**Both Firefox and IE7 were used with no success.
**The browser files were cleaned out and the Security and Advanced settings were reset. In addition I ran CCleaner.
**The PNC Bank website is readily accessible in Safe Mode.
**A full virus scan was run along with Malwarebytes
**The Bank Support Team was contacted twice and they pointed us to the firewall.
**The URL is:

»www.pnc.com/webapp/unsec/Homepag···Personal

That Web page is OK but when the User ID is entered it directs you to another page to enter the password and that is where we get "Page Cannot Be Displayed"

I suspected the Norton firewall because on the first computer, which was running only the Windows Firewall and no Norton product, we were able to log on to the site once we turned off the Windows Firewall.

I will review that support article you referred me to and will repost in the morning.

I don't have a PNC account, but I went to the website and entered a made-up user name. I did this on a computer running NIS 2010, using the Norton FW. It brought me to

» www -fsc.onlinebanking.pnc.com/alservlet/OnlineBankingServlet

(I just entered some spaces here to get the full address to show). The address bar, on FF, also turned green, which means Extended Validation SSL. Were you getting the green address bar when you got the page denying access?

I don't recall if the green address bar was present in FF but I will check it again. It think it "turns green" in IE, but not sure.

I don't have the exact version of NIS yet but I do know that it is not 2010 as it has 33 days remaining on the subscription.

**Update**

I am posting from computer with the problem after thoroughly checking all the settings in IE (I reset all Zones to Default again) and the NIS firewall but still cannot get to that webpage using IE or Firefox. IE gets a "Cannot display the webpage" and Firefox gets, "Server Not Found". Neither address bar is shaded green.

I am still leaning towards the NIS firewall or some other setting therein because I cannot get to that webpage with either browser so it simply cannot be the settings in both browsers.

The NIS product is 2009 version 10.0.3.3.

I use NIS 2010 and remember having the same type of problem... Try putting the site in IEs 'trusted sites' ->'tools' - 'internet options' - 'security' - etc... Just a guess but can't hurt...

Perhaps NIS is blocking port 443 and a rule has to be set up for it?

First, I do have the PNC.com web sites in the trusted zone of IE.

I have not checked NIS for port blocking but will do so. Are you familiar with NIS 2009?

I still cannot account for both browsers not being able to get to that page.

I just installed NIS 2010 on my laptop about 2 months ago, was using something else before that. I've been running NAV for two years on my desktop, with Outpost FW Pro. I just was googling for answers for you and one of the solutions that turned up for someone was unblocking port 443, which is used for SSL connections. The bank that I access online has a two stage login and I don't have any problems with the second E.V. SSL page opening.

Have you tried accessing the site using Opera or Iron?

Is there a Hosts file in play?

I have not determined that NIS is blocking any ports at this time. Do you know where I can check this in NIS 2009?

Regarding the bank site, it is setup the same as yours in that the first page only requires the User Name then you are directed to a second page for the password. It is the second page which cannot be accessed using IE or Firefox. The bank in question is PNC.

No, I have not tried a third or fourth browser and I do not believe that there is a Hosts file in play.

You can add a rule for that specific site. On NIS 2010 it's reached by:

Main NIS GUI > Network - Settings > Smart Firewall > Advanced Settings (configure +) > General Rules (configure+) > Add

Here are the screen shots. It seems pretty easy to do.

I was just entering general information to get through the screens, so don't follow any data that I entered. I haven't set up any individual rules on NIS for myself so I'm not an expert on all the boxes that should be ticked. Perhaps someone else here could tell you exactly how the permissions should be entered.

Amazingly, I think that dialog has been the same since time immemorial!

Don't know if they ever got rid of it, but in the early days, NIS/NPF came with a default BLOCK rule on https: connections. (At least in those days, NIS/NPF apparently couldn't filter https: transactions.)

Thanks for the screen shots...

I was not able to get to that computer yesterday but will do so tomorrow and check the ports. The more I thought of this possible port issue I realized that it must not be blocked because I can go to other sites using https. I'll still ensure that it is allowed in NIS and I will run a utility which will give the status of the ports.

Can't speak for DtS, but I have a PNC account, not that this does you much good, however, because I don't do online banking.

Rather surprised to find that they (apparently) now reach all the way down to Florida!

No, PNC isn't my bank, though I have used their ATMs.

I wish I could help you more, but we've about reached the end of my limited knowledge set.

I can only think of these possible reasons for the problem: NIS is somehow blocking that port, something on the web page is being picked up by an anti-spyware program or a hosts list as being dangerous and the connection is broken, or maybe the site's security certificate is being rejected for some reason. If IE8 is running then maybe the compatability setting has to be engaged; if FF is running and NoScript is used, maybe the NoScript settings have to be checked.
