i use Verizon DSL, yes i use PPPoE, and it is Ethernet.
i am operating on Windows XP
advertised speeds are 3360kbps/864kbps
i use a Westell 7500 Router provided by Verizon
i have no idea how far i am from the CO since the link is down =/

Set Windows Scaling, Time Stamping, Selective Acks, Path MTU Discovery, Black Hole Detection to Default.
Leave Max Duplicate Acks and TTL Blank
Save/Exit DrTcp
Reboot
Rerun the Tweak Test
Run Two Speed Tests from the two DIFFERENT cities nearest to you that are listed here: Speakeasy POPs
Also, test here »ftp://ftp1.optonline.net/test512
Note your transfer rate after about 30 seconds. Then cancel the download.
Post the URL for the New Tweak Test. For the TWO Speakeasy Tests, Copy and Paste the speed results from those tests and note the speed from the FTP download test.

Open a Command prompt Start >>> Run >>> Type cmd
In the Command Window type .....

| Your troubles start at hop 10 and go down from there. Your 2nd hop is to the CO. It should be lower, but not a deal breaker. Then at hop 16 the latency spikes. It looks like after leaving LA it goes overseas to Korea (?).
Unfortunately there nothing that you can do about it. The only thing that you can do is to talk to your ISP and show them the tracert.
Here is what I get.
