Inconsistent speeds

I have AT&T DSL Elite and according to the plan we're supposed to be getting "Up to 6.0 Mbps" when it comes to download speed. I'm not sure if it's normal, but the download speed has been a little inconsistent. Earlier this month I ran speedtest.net's test and got ~1.3 Mbps one day and ~4 Mbps another day. Last week our internet went down for a day. They sent a DSL tech on Friday who determined that our outage was due to a problem on their end, made some calls and fixed our connection. He then ran the same speed test and it was a little over 5 Mbps, which is the highest I've ever seen on my home network. The day after that, I did another speed test and it was at ~1.2 Mbps. From Saturday to today, download speeds have hovered around 1.0 to 1.4 Mbps.

Note: I've also ran connection tests through my Playstation 3 (has a built-in connection test) within minutes of testing on my desktop and it's come up with pretty similar download speeds, so I think we can rule out the computer as a problem. I've also tried the speed test during (what I assume to be) low usage times for everyone else (2:00 -3:00 AM) and still get the same range

My current home network setup:
2Wire Modem/Router (model 2700HG-B)
-Wired devices (connected to modem via Ethernet)
---1 Desktop
---1 PS3
-Wireless devices
---2 Laptops
---1 Desktop
---1 (another) PS3

The DSL technician showed me that the modem is damn well capable of reaching at least 5 Mbps, so why am I not getting it? I'll run a speed test right now just for the hell of it, and I'm getting:
