Disabled speedstep, still throttles

Computer BIOS settings were lost so I had to re-overclock. Doesn't help that the last time I did it was 8 months ago.

I have Asus P5Q Pro with E8400. Should be 3GHz chip but I overclocked to 3.6. When the CPU is not being used, it throttles down to 2.4GHz. I want it always at 3.6GHz. I think I did something to solve it but do not know what. Or maybe I didn't. I disabled speedstep but that didn't do anything.

If I run Prime95, CPUz shows 3.6 but when I close it, it goes to 2.4.

If you don't mind me asking, what temperatures are you seeing running Prime95 at 3.6 on the E8400?
