There are so many holes in Bell's reasoning even to apply UBB to their own customers! And some of them are so big you could drive a double decker bus through them!

All this would come out in a forensic audit of Bell's expenditures for what they claim they are spending money on. It's doubtful that Bell has invested much if any money in the ATM/GAS networks beyond replacing failed equipment

This is what needs to be in the CRTC charter - All tariff applications are subject to forensic audit by the CRTC at any time.

The whole Bell business needs to go back under regulation since it's clear that even competition from CLECS and CLEC equivalents (voip etc) is not putting them on the straight and narrow. The idea that Caller ID etc should be worth 10.95 per month when a couple years ago it was 3 per month and even at that it was overpriced. That Call Forward is worth 8.95 per month when a couple years ago and at that it was overpriced.

The CRTC was supposed to ensure competition and ensure that we have telecom services at a fair and reasonable price. There's nothing fair or reasonable about Bell.
