Not fines, import levies. Do away with income tax, make it pure sales tax and create import levies. Not only would that elimiate the gross and vast number of ridiculous loop holes in the taxation system, it would also eliminate the concept of saving cash on taxes for big business taxing advantage of cheap labor and no taxes.
