Purchase a cable modem from AT&T Broadband for only $199 (tax not included)

Includes:
A Basic Installation with our professionally trained technician installing the wiring to the modem. You must install the modem, software and connect the network adaptor. There is a one-time charge of $49.95 if you need an Ethernet device. There will be an additional charge of $13.49 if you require a data outlet. Taxes and franchise fees are not included. Assumes customer already owns a cable modem, which is available on scheduled installation date.

do I pay the 13.49 to get a jack upstairs?

Just have them run a cable upstairs (tell them you need a new one due to cable problems or make up some B.S.), you don't need that data out let, but if you want it, don't buy it from them, get it your self.
