The site you are connecting to buys its connection and bandwidth from megapath, and megapath elects to peer with L3 in Chicago. Megapath does not have a circuit from Atlanta to Chicago.
Edit: Their route map does not show a direct path. Obviously there's some kind of connection.
Nothing to do with Comcast. If Megapath wants to meet their conditions and pay the price they can peer with Comcast.
Google 126.96.36.199 and you'll see hundreds of similar complaints for at least a year, from users with all sorts of ISP.
Ask whoever runs 188.8.131.52 to switch or add other hosts.
Because comcast has to send the traffic to the advertised route which appears to be CHI right now.
