I had VZW enable a data block ever since I got the phone since I don't use/want the costly data plan. I've never seen a data charge on any past MMS used.

MMS is working properly once again now.

Edit: There were multiple power outages in my area this morning. If my issue with MMS is isolated then that could very well be a potential cause.

I think it does. at least whenever i send a mms message i always get the data usage symbol on my phone but verizon doesn't count it towards your data usage. i have a feature phone with data blocked as well and have never gotten billed for data usage

One more reason why I dont have an expensive data plan on my cheap verizon basic phone. I only use my phone for calls and a few text messages. Any data or browsing I need to do I am able to do on my home connection. I dont have a need to watch tv, etc on my phone.
