I found an interview over at Bioware that says ME3 won't have that interactive choice comic like ME2 for the PS3.

Instead they will just have a Previously on Mass Effect Movie to catch players up on whats going on..

you don't get to make choices....

Silverman noted that the only people who cared about the decisions were people who played the game in the first place. He added that to newcomers, the choices didn’t resonate that much and therefore, lacked the necessary impact they were going for. Silverman gave a good example as, ”Do I hook up with this girl, or this girl?” and added, ”Well… this one’s blue, so, sure!”
